I've experienced the inverse of this.
My old car had factory brakes etc, on the original tyres (195 width very average economy tyres) it would stop fine and lock the front first.
I later put on new wheels, with wider, and much better tyres (215 width Toyo Proxes4)
I could brake a lot harder without locking up.... in actual fact, I could no longer lock the fronts... the car would just nosedive more and more until the back end was light enough that the rears locked first.
(note: that's threshhold braking, obviously I could still lock up by stomping on the brake pedal)
