Yes, the Vic club has a tool for member use. As a non sanctioned event some of use are hoping to arrange a dodgy day, which could include a session to replace bushes.

Yes I would hold off on the alignment. The way I change the bushes is not supposed to affect the alignment, but better to be safe than sorry.

Yes a full bush install will take most of the day and then you will want an alignment. The car could feel quite different out on the track after all of this.....so might be better to do the Island, then do all of the bushes, alignment and then get ready for the next track day.
